D). Stalin's policy was in general based on the assumption that the safest way for USSR is weak and divided Europe. He did not share the idea that Germany should be rebuilt and economic prosperity was the best way to prevent future agressions.

The correct answer is: D. I wanted to keep Germany weak and divided.  Stalin wanted to paralyze Germany for years. Germany could not restart another war. Stalin wanted to prevent future attacks. An anti-communist, rich and successful government in West Germany could end in another German attack on the USSR.
